Henry G. Cisneros, born around June 11, 1947, was one of five children to George and Elvira Cisneros. He earned a Bachelor of Arts from Texas A&M in 1968, followed by a Master in Public Administration from Harvard in 1973, and a Doctorate of Public Administration from George Washington University in 1975. Cisneros began his political career with his election to the San Antonio City Council in 1975. In April 1981, he was elected Mayor of San Antonio by a significant margin, becoming the first Hispanic to serve as chief executive of a major U.S. city. During his tenure, he was considered a potential Democratic Vice-Presidential candidate. He married Mary Alice in 1969, and they had three children, including a son born in 1987 with a serious heart defect. In 1988, after publicly acknowledging an extramarital affair, Cisneros announced he would not seek a fifth mayoral term or pursue a gubernatorial run. He left public office in June 1989 to work in pension fund management, later returning to government as Director of the Federal Reserve Bank in January 1991, a position he resigned from in August 1992 to become a senior campaign advisor to Bill Clinton.
Following Clinton's election, Cisneros was appointed Secretary of Housing and Urban Development (HUD) in December 1992. In this role, he gained a reputation as a chief defender of civil rights, notably intervening in September 1993 and January 1994 to protect black families facing harassment in a housing project in Vidor, Texas, a city known for its Ku Klux Klan connections. His personal life continued to draw public attention; his wife filed for divorce in October 1991, though the couple later reconciled, and his former mistress, Linda Medlar, filed a lawsuit against him in July 1994. In December 1997, Cisneros was indicted on charges including conspiracy and obstruction of justice, accused of making payments to Medlar to ensure his confirmation as HUD secretary. He pleaded guilty to one misdemeanor count of lying to the FBI in September 1999, resulting in a $10,000 fine. Cisneros later headed Univision, a Spanish-language television network.
